Fortieth Legislature. House. No. 28. Mr. Skofield presented: Resolve relating to gradual emancipation of slaves in the northern slave states,
February 1861. The disunionists were trying to coerce the northern slaves states (not defined) to join the rebellion by prohibiting the interstate slave
trade. Skofield would have the Maine commissioners suggest the gradual emancipation of slaves in those states by purchase (by the government?) of the
slaves therein. (Digitized from a microfilm copy of title originally held by the Maine Historical Society Library, the Maine State Library, and the
