Thirty-ninth Legislature. House. No. 27. An Act providing for the appointment of a Bank and Insurance Commissioner and defining his powers and duties, 1860. What had been the job of two men would now be done by one, the man to be paid quarterly and for some expenses. He had the same powers and duties as before. The person was to visit each bank at least once a year, and look at the affairs of each insurance company. There was a list of the money to be paid to the state, based on capital stock, by banks in addition to the usual tax. Savings banks had to make annual reports, just like banks. There were directions for the registration and taxation of in and out of state insurance companies.
