1861-1962 Acts of the General Assembly of the State of Virginia. During the Civil War and until the establishment of the state of West Virginia in 1863, a number of dissenting delegates from the western counties of Virginia bolted the secession convention and convened a separate convention in Wheeling on May 13, 1861. At this and subsequent sessions the process went forward through which the western counties petitioned Congress to be admitted into the Union as a separate state. Statehood was finalized on 31 December 1863. In the interval, those western Virginia state legislators sympathetic to the Union held sessions of “The Restored Government of Virginia.” (Digitized from a microfilm copy of title originally held by the University of Virginia and Princeton University Library.)
