1835 Substitute, submitted by Mr. Randolph, for the form report of the Select Committee on Banking regarding the expediency of increasing banking capital in the state, and, if so, whether by new banks or branches of existing branches. Randolph objected in this report, as insufficient time was left in the session to property consider the banking system. After referring to various banking situations since 1819, Randolph proposed resolutions which concluded that an increase of banking capital, particularly at that time, was inexpedient and not indicated by public opinion.
