March 11, 1862 report of the Committee for Courts of Justice regarding the construction of "majority" in several sections of the state constitution. The report determined that as several counties did not elect members, the House of Delegates had only 126 members on the rolls; thus the interpretation dealt with the members who were elected, not the possible number that could be elected.
