1823 House bill to inflict the death penalty on certaihn offenses not previously considered capital crimes. Included were second degree murder, rape of a female child under ten, petit treason, as well as the perpetrators and "aiders and abettors and counsellers" of forcible rape and arson as punishable by death by hanging.
