June 26, 1779 address by William Bradford, Chairman of the Committee of the City and Liberties of Philadelphia, given to citizens of the United States. His speech dealt with numerous issues, including that war created a need for certain actions that might have existed during peace; currency issues; and and the need to reduce prices of goods to some fixed price.
