subsequent to the First World War were restored by the Treaty of Berlin, signed 25 August 1921. As part of the implementation of the treaty of Berlin, the
Mixed Claims Commission was created by an agreement between the parties signed at Berlin on 10 August 1922. The Commission was charged with the
determination, but not the enforcement, of the financial obligations of Germany under damage claims put forward by the U.S. on behalf of its nationals for acts
by Germany occurring during the period of belligerency. The basic principles guiding the operations of the Commission and outlining the extent and
limits of its authority and duties, are laid out in a “Preliminary Decision” appearing on pp. 5-15.)
