Thesis from the Judge Advocate General's School entitled "Peactime Reprisals under Article 51: An Argument for Legal Legitimacy in Cases of Terrorism." Major Holly S. G. Coffey, JAGC, United States Army submitted the thesis in April 1997. The paper proposed a change to Article 51 of the UN Charter which would allow for the use of peacetime reprisals, characterized as self-defense, in situations of terrorism. Various examinations and reviews are used to analysis this proposal, including a historical review and analysis of recent United States actions in response to terrorism.
