for information. Published by GPO (Washington 1919). 64 p. This typewritten manuscript consists of a letter from Secretary of War Newton D. Baker to
Gen. Crowder, Judge Advocate General (March 1, 1919), requesting a report on the facts in response to criticisms of the military justice system; a
letter from Crowder to Newton, attempting to provide “a concise survey of the entire field” and respond to criticisms of the military justice system by
members of Congress. It includes recommendations by Gen. Crowder for changes to improve the courts-martial system.
