includes discussion of the employment of troops in enforcement of the laws; the history of the Constitutional guarantee and specific events, including
the Whiskey Insurrection of 1794; fugitive slave riots; Civil War era conflicts, including Harper’s Ferry in 1859; the reconstruction period in
Southern states; political disturbances and rioting in the states and territories; the railroad strikes in 1894 and other events through 1902; and
conclusions. The Report is followed by an Appendix of documents, and a topical index.
