Clemency review file containing documents (1918-1938) related to conviction of James E. Woodruff, formerly private, Company “K,” 24th Infantry. 59 p. Woodruff was convicted of disobedience of orders, mutiny, murder, and assault with intent to commit murder, related to the Houston, Texas, riots on August 23, 1917, and sentenced to life in prison. Contents are documents including General Court-Martial Order No. 906 (September 21, 1918); memo (January 9, 1919) declining to recommend clemency; a Review of the Record of Trial (April 4, 1919) noting that Woodruff was tried jointly with 39 others and stating there was sufficient evidence to sustain the finding of the court; a letter to Rep. Royal G. Johnson (August 22, 1919), stating that the Clemency Section does not recommend clemency; typed and handwritten letters from Woodruff (in 1920); other letters to members of Congress concerning Woodruff’s claim of innocence and denial of clemency; a letter confirming reduction of sentence to 20 years on December 5, 1922 (later commuted to 19 years and 3 months); the Report of October 10, 1924 recommending approval of Board of Parole findings that parole should be granted; and letter of J.
