Clemency review file containing documents (1919-1936) related to the conviction of Sherman V. Vetelcer, Company “M”, 24th Infantry, for disobedience of orders, joining in a mutiny, murder of 14 persons and assault with intent to kill eight persons, related to the riots in Houston, Texas on August 23, 1917. Vetelcer was convicted and sentenced to imprisonment for his natural life. 51 p. Contents include the Review of the Record of Trial (April 8, 1919) stating that there was sufficient evidence to support the finding of the court; a War Department Clemency Memorandum (April 29, 1919) recommending against clemency; a letter to Sen. George Chamberlain (May 7, 1919) regarding Vetelcer’s application for clemency; the letter from Judge Advocate General E. H. Crowder to Sen. James Wadsworth (December 5, 1919) recommending against clemency; a Report of prisoner history (July 22, 1919); a letter from E. A. Kreger, Acting Judge Advocate General, to Sen. James Watson (April 21, 1921) concerning Vetelcer’s letter to Watson; a report from E. A. Kreger (April 22, 1921) recommending that clemency be denied; a letter from J. A. Hull, Acting Judge Advocate General (July 31, 1922), recommending against clemency; Report (Jan. 11, 1924) recommending against clemency; the Report of Clemency Board (April 1924) recommending that sentence exceeding 30 years be remitted; a report by W. A.Turnbull (for the Judge Advocate General) stating that Vetelcer was granted parole on November 1, 1927, which was revoked on May 29, 1928 and opposing his release on home parole; a report (July 6, 1931) opposing any further grant of clemency; and a Report of the Military Justice office (September 8, 1936) recommending that the unexecuted portion of the sentence be remitted.
