1945, West India Royal Com. Report
West India Royal Commission report: n.a., 481p, Cmd. 6607, London, HMSO, 1945. (The Commission was appointed by Royal Warrant dated 5 August 1938.
Its report was prepared in draft prior to the outbreak of war in 1939. While the Commission acknowledged that the war was likely to alter some of the
facts as reported and also the appropriateness of some of their recommendations, they decided nevertheless to submit the report in 1939 because delay to
the end of the war “would have involved the reopening of many questions and a considerable and needless prolongation of our enquiry…” “We were also
influenced by the view that the fundamental problems of the West Indies will remain, and cannot be permanently affected by abnormal war conditions.” A
principal finding of the report is that the Commission did not find the separate island units of the British West Indies to be ready for the grant of
immediate and complete self-government based on universal suffrage. Instead it recommended progress toward greater political federation and some
modest democratization of the local governments. Although the report was submitted in 1939, the Colonial Office delayed publication until after the war.
However, it did request that the Commission publish a summary of its recommendations. This was accomplished in 1939 and that document is offered on this
