Lee, Mandates: How They are Working

D. Campbell Lee's pamphlet, titled, "Mandates: How They Are Working." The article was printed in Great Britain by the Eastern Press, Ltd., circa 1927. Following World War I, the League of Nations set up a mandate system whose purpose was to stop the cycle of war and fighting over conquered land. The idea was that there were different types of territories: those that were close to independence, those near-to-far to independence, and those with virtually no hope of independence or self-determination. These territories would be guided by a larger, established state. The author premised his analysis on the principle that the mandate was in law and practice a trust, not an acquisition by another power. He then reviewed a variety of territories and countries which are mandates and assessed their progress.
