(Lacks TOC & Index. This text is one of a series of annexes to the publication Juridical Settlement of International Disputes, which was issued quarterly by the Society. It is denominated “November, 1915, No.23.” William R. Vance, 1870-1940, was a professor of law at Yale from 1910-12 & 1920-38. He was one of the leading insurance law scholars of his time. At the time of this writing, he was serving an eight-year stint as the Dean of the University of Minnesota Law School. This text was originally delivered as a commencement address at the University of North Dakota.
