(The Commission was set up by agreement between the U.S. and Venezuela on 25 April 1866 with the remit to settle certain claims of citizens of the U.S. on the Venezuelan Government. The Commission was comprised of representative from the two main parties, with an umpire, the Consul-General of the Netherlands to Caracas, as the third member.
