(The evolution to independence in British Honduras took a bit longer than for most of the British colonies. A conference held in London in 1960 adopted a ministerial form of internal self-government for the colony. It was made up of a partially-elective Legislative Assembly and an appointive Executive Council. Another constitutional conference was held in London in 1963, resulting in yet another new constitution, introduced on 6 January 1964. This constitution implemented the final step towards internal self-government The Executive Council was replaced by a Cabinet consisting of a Premier and other ministers, the Premier being the leader of the majority party in the Legislative Assembly. Other ministers were appointed by the governor on the advice of the Premier. The governor retained special responsibilities for defense, external affairs, internal security, and safeguarding the terms and conditions of service of public officers. In anticipation of impending independence, the colony adopted the name of Belize effective June 1, 1973. However, the Belizeans’ desire for full independence was delayed within the United Nations by a lingering territorial dispute with Guatemala. That problem having been finally patched over, on 21 September 1981, Belize, Great Britain’s last colony on the American mainland, achieved independence within the Commonwealth.)
