1938, Palestinian Partition Comm. Rpt.
Cmd 5854, 310p + 10 maps, London, HMSO, 1938. (Presented to Parliament in October 1938. The Commission, chaired by Sir John Woodhead, was appointed
in March 1938 and delivered its report on 19 Oct. 1938. The terms of reference for its mandate were outlined in a White Paper {Cmd. 5634} issued on 4
January 1938. The Commission’s conclusions {p.246} are exceedingly bleak. In brief, the members concluded that there was no possible way to overcome
the financial and economic difficulties involved in a partition “within our terms of reference”; i.e., without substantial financial subventions by the
British Government. As to the political difficulties, the Commission report concluded that, although “there is still the possibility that both sides
may be willing to accept a reasonable compromise. We cannot feel confident that this will happen….”)
