From 1892, the Gilbert Islands, the Ellice Islands, and several other smaller chains. were under a British protectorate. They were configured into a united colony in 1915. During the High Commission of the Pacific Islands era, they were governed locally by a Resident Commissioner who reported to the High Commissioner of the Pacific. The people of the Ellice Islands opted for independence in 1974. The people in the Gilbert Islands were granted internal self-government in 1977. After the constitutional conference described in this document, the Gilbert Islands, the Phoenix islands, Ocean Island, and several islands in the Line Islands group, became independent as the Republic of Kiribati on 12 July 1979.)
