Legal problems in the relations of United States with Haiti: by Chester C. Maxey, typescript, 30 p., n.p., n.d. (From internal evidence this typewritten work appears to have been written in 1916 or fairly shortly thereafter. While its provenance is uncertain, it does provide some useful background data in four rather prominent cases involving U.S. citizens whose difficulties with Haiti eventually were settled by international arbitration: The Pellitier Case, ca. 1863, in which the American claimant was alleged to have been engaged in slave trading and piracy, pp. 3-14; The Lazarre Case, ca. 1874, in which the American claimant got involved in difficulties trying to establish a National Bank for Haiti, pp. 15-17; The Van Bokkelen Case, ca. 1888, in which the American claimant sought compensation for his imprisonment by Haiti for debt, pp. 18-20; and The Metzger Case, ca. 1899, in which the American claimant sought restitution for the non-payment by the Haitian Government of commercial claims.)
