1888, Van Bokkelen Case (B), Arbitrators Appointment & Award

Award of the referee in the Van Bokkelen case: 35 +2p, Wash., GPO, 1889. (This case centered around the imprisonment for debt in Haitian prisons for about 16 months starting in 1884, of Charles Adrian Van Bokkelen, an American citizen. Having exhausted his appeals within the Haitian judicial system, he applied for assistance to the U.S. State Department under certain provisions of the U.S./Haiti Treaty of 1864. After lengthy negotiations, during which Van Bokkelen died, the U.S. was able to convince the Haitian Government to accept arbitration, and Alexander P. Morse {1842-1921} was appointed to referee the case. This title contains the award of the arbitrator, of $60,000 to Van Bokkelen’s widow and children. The second number series of 2 pages provides the protocol of the agreement between the U.S. and Haiti for the arbitrator’s appointment.
