Jacques Nicolas Leger was a distinguished Haitian lawyer, politician and one its most important diplomats ever. Among many other high offices held, he was a member of the Permanent Court of Arbitration at the Hague, Haiti’s principal representative in Washington from 1896 to 1911, and Haiti’s minister of foreign affairs several times after 1911. It was during his Washington posting that he wrote this work defending Haiti against her many detractors. Pages19-256 provide a short but very useful history of Haiti from to 1902. Pages 257 to 372 take up and refute some of the main misconceptions or calumnies regarding the country.)
