primarily pursued a political career. After his first election as a member of the Chamber of Deputies from Port-au-Prince in 1874, he served several
terms, interrupted given the tumultuous times, by periods of exile in Jamaica and France. He served twice as Head of the Haitian Department of Finance,
first under President Hippolyte from 1892-1894, and second, from 1905 to 1908, during the cleanup following the Consolidation Scandal under President
Nord Alexis, from 1905 to 1908, the period covered by this work.)
