contains the official minutes of three negotiations held between Felix Leger Sonthonax, the Senior French Commis-sioner {i.e. the civilian representative of
France in Saint Domingue}, and Toussaint Louverture, Senior General and Governor of the colony. Toussaint had accused Sonthonax of promoting the
independence of the colony and the massacre of all the whites. In this report to the Directoire headed by Napoleon, he describes the incipient
insurrection and explains why he has expelled Sonthonax and shipped him back to France. The report is signed “Toussaint” and dated 4 Sept. 1797.)
