Paris, Impr. nat., 1791. (This offfical copy was printed by order of the French revolutionary National Assembly in Paris. It reflects an attempt by the
French settler party in Saint Domingue, hugely outnumbered by the slave population now in universal revolt, to cement its ties with the free “people of
color”; bringing them into alliance and conceding to them a greater role in what remained of the governing institutions in the colony. The concordat
was concluded by a “Com. of Commissioners,” a body appointed by the colonial assembly to conduct affairs during the emergency.)
