by the North-China Daily News and Herald, Ltd. Volume I consisted of a historical and descriptive survey of Shanghai, a study of its position as a
business center, and related factors. Volume II presented administrative and governmental issue, and concerns regarding the future of Shanghai. Volume
III dealt with the issues regarding the external roads areas.
