(During the first fifteen years of his long career in the Colonial Service, Lord Lugard played a major role in establishing British control over Nyasaland, East Africa, Uganda, and Nigeria. He spent the next fifteen years as Governor of Nigeria, overseeing its unification and development. This influential work summarizes those aspects of African colonial administration upon which he felt qualified to comment in light of his long experience. The “dual mandate” of the title is defined by Lugard as England’s duty to bring “to the dark places of the earth, the abode of barbarism and cruelty, the torch of culture and progress, while ministering to the material needs of our own civilization.”—p. 618. The 1st ed. of this text was published in 1921. In the 2nd ed. the author revised “the pages referring to the Mandate System … and those referring to the ‘Kenya Question’ by the light of more recent events, and {made} various other minor alterations and corrections ….”—Pref..
